Ash Denham MSP

Ash Denham was appointed Minister for Community Safety in June 2018. Ash was formerly Head of Campaigns and Advocacy for Common Weal Scotland. She studied International Relations at Keele University in Staffordshire, and Development Management at the Open University.
Ash, who grew up in Biggar and Devon, was elected as MSP for Edinburgh Eastern in May 2016.

 

The Rt Hon Lord Carloway, Lord President of the Court of Session

Lord President and Lord Justice General
Lord Carloway was appointed Lord President and Lord Justice General in December 2015 having held the position of Lord Justice Clerk and President of the Second Division of the Inner House from August 2012.
He is a graduate of Edinburgh University (LLB Hons) and was admitted to the Faculty of Advocates in 1977.  He served as an Advocate Depute from 1986 to 1989 and was appointed Queen’s Counsel in 1990.  From 1994 until his appointment as a Judge he was Treasurer of the Faculty of Advocates. He was appointed a Judge in 2000.

He was editor of “Green’s Litigation Styles”. He contributed the chapters on “Court of Session Practice” to the Stair Memorial Encyclopaedia and both “Expenses” and “Decrees and Interlocutors” in Court of Session Practice.
He led a review of the law and practice in light of the United Kingdom Supreme Court's decision in the case of Cadder v HM Advocate. His report into criminal law and practice was published in November 2011.
Lord Carloway was the joint editor of “Parliament House Portraits:  the Art Collection of the Faculty of Advocates” and is a former president of the Scottish Arts Club.

Jolyon Maugham QC

The Good Law Project is the brainchild of Jo Maugham QC, barrister and author of the popular blog waitingfortax.com.
Jo is a regular contributor in the national media. He has written for or appeared in the Financial Times, the Guardian, the Times, Wall Street Journal, Mail, Mirror, Telegraph, BBC, ITV, Channel 4 and many others.

Jo became a Queen’s Counsel in 2015. He has been profiled by the Wall Street Journal, Bloomberg, Quartz and others. In 2016, The Lawyer featured him as one of only 10 members at the Bar in their ‘Hot 100 2016’. He has advised the UK government on tax policy and is described by The Times as ‘one of the country’s leading barristers’.
Jo launched the crowd funded ‘People’s Challenge’ which raised over £300,000 to challenge the Government’s position that Article 50 could be triggered by Royal Prerogative. And he crowdfunded £70,000 to launch the Dublin Case to establish whether we can revoke our Article 50 notification.

Legal Services Commissioner and CEO, Victorian Legal Services Board
Fiona was appointed as the Victorian Legal Services Commissioner and CEO of the Board in September 2017 and commenced her tenure in January 2018. Fiona is the former CEO of the access to justice organisation, Justice Connect, and has also previously held the positions of General Counsel at World Vision Australia and Special Counsel at Clayton Utz. Fiona has a BA (Hons) from the University of Melbourne majoring in psychology with honours in criminology, an LLB from the University of NSW and an LLM in public and international law from the University of Melbourne. She also has an LLM in public service law from the New York University Law School and has attended both the Harvard and Stanford Business Schools. Fiona was appointed Director and Board Chair of Health Justice Australia in 2016 and is a Board member of The Intrepid Foundation and Equality Australia.

 

Director of Financial Compliance, law Society of Scotland
Ian has been the Law Society of Scotland’s Director of Financial Compliance for 10 years with responsibility for AML supervision, accounts rules compliance and the Society’s Client Protection Fund and is currently leading projects to transform the Society’s approach to AML.  Ian is Chair of the UK Legal Sector Affinity Group which brings together all of the UK’s legal sector AML supervisors.  He is a Chartered Accountant with a background in internal audit with multi-nationals and the public sector.

 

Executive Director, External and Corporate Affairs, Solicitors Regulation Authority
Prior to joining the SRA, Jane had a series of roles at the General Medical Council, including Assistant Director to the Chief Executive, Assistant Director in Fitness to Practise and responsibility for the work of the GMC in the devolved administrations. Prior to that, Jane worked at the Federation of Small Businesses where she led UK and European policy development. Jane is a member of the Council of the General Teaching Council of Scotland and sits on the Scottish Public Pensions Agency Management Advisory Board.

Executive Director, Illinois Supreme Court Commission on Professionalism
Jayne Reardon, a former trial lawyer and counsel to the ARDC Review Board, serves as Executive Director of the Illinois Supreme Court Commission on Professionalism.  Promoting professionalism, inclusion, and effectiveness in the legal and judicial systems, Jayne also oversees the Commission’s statewide lawyer mentoring program, professionalism programming in law schools and continuing professional responsibility education for lawyers and judges.  Past Chair of the ABA Standing Committee on Professionalism and member of the Association of Professional Responsibility Lawyers’ Future of Lawyering Committee, Jayne is a prolific speaker and writer about professionalism at the intersection of technology and access to legal services. 

 

Deputy General Counsel, State Bar of Georgia
Jenny K. Mittelman is Deputy General Counsel for the State Bar of Georgia.  As Deputy General Counsel she prosecutes and supervises the prosecution of disciplinary cases.  She also gives ethics advise and speaks regularly on professional responsibility and lawyer regulation.  Ms. Mittelman joined the Office of the General Counsel of the State Bar of Georgia in 1989 after working for the Atlanta Legal Aid Society. A native of Richmond, Virginia, Ms. Mittelman is a graduate of the University of Virginia and Emory University School of Law.   Her expertise in managing millennials, to the extent she has such expertise, comes from raising two of them.

Administrator, Attorney Registration & Disciplinary Commission (ARDC)
Mr Larkin is responsible for administering the agency, which registers Illinois lawyers and investigates and prosecutes allegations of ethical violations. Mr. Larkin is a graduate of Niles College of Loyola University and the Loyola University School of Law. After he was licensed to practice law in 1978, he joined the ARDC as staff counsel. He later served as Senior Counsel, Chief Counsel, Assistant Administrator, and then Deputy Administrator until his appointment as Administrator. Mr. Larkin is a past President of the National Organization of Bar Counsel (NOBC) and has won several awards including the ARDC's 25-year leadership and service award, the NOBC President's Award for lifetime achievement, an ABA CoLAP Meritorious Service Award and the Robert Bellarmine award for distinguished service to the Loyola Law Alumni Association.

 

Director-General (International & Advisory) and Director of Legal Services, Ministry of Law (Singapore)
Joan Janssen oversees international legal policy and partnerships and a team of legally qualified policy advisors. She also holds the post of Director of Legal Services and heads the Legal Services Regulatory Authority.  
Ms Janssen graduated with a degree in law from the National University of Singapore. She has a Master’s degree from Cambridge University, was a Cambridge Commonwealth Trust Scholar, and served as a Justices' Law Clerk.  Ms Janssen spent over two decades in private practice and was a partner at a global law firm prior to re-joining the Singapore Legal Service. She is admitted to practice law in Singapore and in England and Wales.

Director of Law Reform, Law Society of Scotland
Michael graduated from the University of Glasgow in 1979 taking an LLB degree and in 1985 taking an LLM degree. In 1987 he graduated LLB (Hons) from the University of London. He is a solicitor and Notary Public. After qualification as a solicitor in private practice he attained a partnership with the Glasgow firm of Franchi Wright & Co. He resigned this partnership in 1988 to become a Deputy Secretary of the Law Society of Scotland. He is Director of Law Reform at the Society and has published widely on a range of legal topics. He is Chairman of the International Bar Association Credentials Committee, and is Secretary of the United Kingdom and Ireland Notarial Forum. Mr. Clancy was awarded an OBE in the Queen’s Jubilee Birthday Honours List in June 2002.

Office of Disciplinary Counsel, Supreme Court of State of Delaware
Patty has been Deputy Disciplinary Counsel for the Office of Disciplinary Counsel of the Supreme Court of Delaware since 2004.  She currently serves as President Elect for the National Organization of Bar Counsel.  Patty is a graduate of St. John’s University School of Law and received her undergraduate degree from Villanova University.  Patty and her husband Eric live in Wilmington, Delaware and are the proud parents of Will, Drue and Maddie. 

Executive Director of Regulation, Law Society of Scotland

Philip joined the Society in 1990 having previously been a solicitor in private practice in Edinburgh. Initially he worked in the Complaints Department and took charge of that department in 1991. In September 2006 he took over as the Director of Regulation, which covers the teams dealing with complaints, financial compliance/Guarantee Fund, interventions, Regulatory Committee and related policy matters, and the Civil Legal Quality Assurance regime. Philip is also heavily involved in work relating to the implementation of the Legal Services Act around the creation of licensed providers. Prior to qualifying as a solicitor, Philip worked in the civil service for four years.

Director of Professional Conduct, Bar Standards Board
Sara is responsible for leading the enforcement and legal support functions of Bar Standards Board (the regulator for the Bar of England and Wales).  This includes responsibility for the investigations, enforcement, discipline and litigation functions. She has been with the Bar Standard's Board (BSB) since its inception in 2006 and  has led a number of change programmes to modernise the BSB’s approach to complaints and enforcement.    
Sara is an employed barrister.  She was called to the Bar of England and Wales in 1991 and practised in her early career from a leading London criminal chambers. She has over 25 years' experience in complaints management having previously held the roles of Assistant Ombudsman at the Prisons Ombudsman Office and Complaints Manager at Bristol City Council.

Director, Professional Responsibility, Nova Scotia Barristers Society
A member of the Bar in Nova Scotia, Canada since 1988, Victoria Rees has held various leadership roles with the Nova Scotia Barristers’ Society for over 30 years, and became Director of Professional Responsibility in 2001. In this role she manages complaints resolution, investigation and prosecution; ethics advice and education for lawyers; claims against the Compensation Fund; risk management respecting regulation, conduct and capacity matters; and has led significant regulatory reform on a local, national and international level. Victoria was instrumental in developing the NSBS’ Triple P and risk-focused approach to regulation, their Management System for Ethical Legal Practice, and is currently involved in the development of multi-disciplinary practices in NS.

Alvin's portfolio includes developing thought leadership on issues concerning the Singapore legal profession, including artificial intelligence, risk management, professional ethics and future-proofing.
Alvin graduated from the Faculty of Law, National University of Singapore, with Second Class (Upper Division) Honours, and holds two Master of Laws degrees from New York University and the National University of Singapore. Alvin has worked as a lawyer in both the public and private sectors.
Alvin was the General Editor of two guides on professional ethics published by the Law Society of Singapore for lawyers – Guide to Professional Conduct for Advocates and Solicitors (2011) and Professional Ethics Digest 2019. He also authored “Judicial Developments in Ethical Lawyering in Singapore” for the September 2013 issue of the Singapore Academy of Law Journal. He has written a number of articles on professional ethics for the Singapore Law Gazette and was the winner of the 2017 Law Gazette Awards for his February 2017 article “Ethical Limits of Making Imputations Against Complainants of Sexual Offences: Time for Reform?”.

Anna is an experienced Chair and independent board member, with a strong interest in consumer advocacy and particular expertise in regulation and policy. She has worked in a wide variety of sectors, including legal services, as past Chair of the Council of Licensed Conveyancers, and the health sector as a past Chair of the General Optical Council and chair of Healthwatch England.
She is currently an Independent Board Member of pay.uk and chairs the Board’s End User Advisory Council, as well as chairing a Customer Challenge Group at Southern Water and an Independent Governance Committee at Zurich. She has previously chaired the Ofcom Communications Consumer Panel and the Rail Safety Standards Board and has been a Commissioner at the Care Quality Commission.
Anna is a former Chief Executive of the National Consumer Council and her executive career included roles at Which? and the Financial Services Authority.

Anne has promoted the consumer voice in regulation as a volunteer with the Law Society of Scotland since 2004. Anne’s background is in Citizens Advice and has been involved in representing the voice of consumers for over 30 years.
Anne is a Consumer & Public Interest Representative with the British Standards Institution, influencing standards for vulnerable consumers.  Last year BSI appointed her to represent the UK consumer voice on a new International Standard (ISO) for Dementia Friendly Communities.

Arthur J. Lachman practices in Seattle, Washington, focusing on legal ethics, professional liability, and law firm risk management issues. A 1989 graduate of the University of Washington School of Law, he clerked on the Ninth Circuit Court of Appeals, has practiced as a commercial litigation attorney, and has taught civil litigation and ethics subjects at both Puget Sound area law schools. Art has served as President of the Association of Professional Responsibility Lawyers and chair of the ABA Center for Professional Responsibility’s National Conference Planning Committee. Art formerly chaired the Ethics/Loss Prevention Committee and Director of Professional Development at Graham & Dunn in Seattle. He holds bachelor’s and graduate degrees in accounting from the University of Illinois at Urbana-Champaign.

 

Executive Director, Law Society of Newfoundland & Labrador
Brenda B. Grimes, QC is the Executive Director of the Law Society of Newfoundland and Labrador, a position she has held since October of 2011. Prior to taking on this role, she spent 20 years in private practice with Cox & Palmer, first as an associate and then, from 1999 until 2011, as a partner. While in private practice, Grimes, QC was elected and served for a number of years on the governing board of the Law Society of Newfoundland and Labrador and participated in a number of its committees. She is currently active on a number of committees of the Federation of Law Societies of Canada.

 

Administrative Director, Center for Public Interest Law, University of San Diego School of Law
Prior to joining the Center, Bridget was a civil litigator for ten years, primarily focused on antitrust and consumer protection matters, and a law clerk for the Hon. Cathy Ann Bencivengo, U.S. District Judge for the Southern District of California.  Ms. Gramme served as the California Assembly Judiciary Committee’s appointee on the Bar Examination Standard Setting and Content Validation studies in 2017, and has advocated for reform at the State Bar of California since 2014. She is a frequent speaker on consumer protection in the licensed professions, and spoke at ICLR 2018 on the use of artificial intelligence in the legal profession.  She is a member of the California State Bar’s Task Force on Access Through Innovation of Legal Services as well as the Association of Professional Responsibility Lawyers’ Future of Lawyering Committee.

Carol’s research interests include consumer policy, consumers at risk of vulnerability, complaint management, dispute resolution, consumer empowerment and customer experience.  With a strong interest in knowledge exchange, Carol’s work bridges the gap between academia and policy/practice.  In addition to publishing regularly in academic journals, Carol has produced consumer policy reports for organisations. She is a former Chair of the Scottish Legal Complaints Commission Consumer Panel. Carol is a member of the Office of Rail and Road Consumer Expert Panel and a member of the Civil Aviation Authority Consumer Panel. She is also Chair of the Qualifications and Awards Board for the Chartered Trading Standards Institute.

Cathy is a solicitor educated at the Queen’s University Belfast.  Admitted as a solicitor in 1985, Catherine was in private practice for over 28 years before her appointment to the Law Society in 2013.

Partner, Anderson Strathern and Association of Regulatory & Disciplinary Lawyers
Catriona sits on Anderson Strathern’s Executive Committee with responsibility for the marketing and business development function. Catriona was previously a journalist working in newspapers, radio and latterly at BBC Scotland Television News & Current Affairs. She has combined her legal work – she leads the team which won Litigation Team of the Year at the 2018 Scottish Legal Awards – with her communications background. She led Anderson Strathern’s multi-disciplinary rebranding project which saw the launch of three new websites, a brand awareness campaign and developed the firm’s marketing and business development strategy. She is described in the legal directory Chambers & Partners as “very knowledgeable and a great communicator.”

Chris Harte is the Chief Executive of Morton Fraser LLP, a leading independent Scottish law firm with offices in Edinburgh and Glasgow. The firm has 49 partners and a total headcount of over 280, working across a wide range of sectors and with a wide range of clients - from large PLCs, owner-managed businesses, major clearing banks and angel investors to house-builders, property developers, central and local government and private individuals. Ciara became Chief Executive of the Bar of Ireland in November 2014. She has 20 years’ experience working in professional and regulatory bodies in the legal, property/construction and health sector in Ireland.  Her educational background is in business and economics and in more recent years completed postgraduate education in Organisational Behaviour and Regulatory Management.
In her current role, she supports the Council of the Bar of Ireland in defining its strategic priorities and goals and is accountable to the Council for delivering the expected annual performance results.  During her term of office with The Bar of Ireland she has led and implemented two organisational strategic plans that have resulted in major improvements in the services and benefits for members.

Cori was born and raised in Calgary. She received her LLB in 1994 from the University of Calgary and her LLM in 2000 from the University of British Columbia. After being called to the Bar, Cori practiced law as a civil litigator and then worked as Legal Counsel to the Court of Appeal for several years. Prior to joining the Law Society of Alberta, she was the Director of Recruitment and Professional Development in the Calgary office of Dentons LLP where she was responsible for all aspects of student, associate and income partner career development including hiring, training, evaluation, coaching and compensation.

David Lévy is a lawyer practising in Paris (France) in Criminal Law, Human Rights, regulated professions law and International and European law.
He was Head of the Legal Department of the Conseil National des Barreaux (2003-2015), the official institution representing the French legal profession.
He has lectured in Constitutional Law and Constitutional Litigation at the University of Paris XI (1993-2014) and now teaches “Fundamental Rights and Business Law” at the University of Paris-Dauphine.
He has published numerous articles and books on the Constitutional review of laws, Criminal Law and the regulation of the Legal profession.
He is a founding member of the International Criminal Bar (ICB), which he has chaired (2015-2017). He was co-chair of the Ethics Committee of the ICB (2003-2005) and co-draftsman of the proposed Code of conduct and disciplinary procedure of the ICB adopted in Berlin in March 2003 and presented to the International Criminal Court.
He is the French expert to the International Legal Services Committee of the CCBE (Council of European Bars).

Regulation and Global Initiatives Counsel, ABA Center for Professional Responsibility
ELLYN S. ROSEN is the Regulation and Global Initiatives Counsel of the American Bar Association Center for Professional Responsibility.  She advises the ABA Standing Committee on Professional Regulation (previously Professional Discipline), whose mission is to assist the judiciary and the bar in the development, coordination, and strengthening of professional regulation throughout the United States, including the assessment of the ramifications of global legal regulatory and practice developments.   Ms. Rosen was Counsel to the ABA Commission on Ethics 20/20 (2009-2013), which reviewed and recommended changes to the ABA Model Rules of Professional Conduct and the U.S. system of lawyer regulation in response to the challenges that globalization and advances in technology present to clients, lawyers, law firms, and the public.  She advises the ABA Task Force on International Trade in Legal Services, which monitors the free trade agreement negotiations affecting legal services and provides input to the Office of the United States Trade Representative.  She liaises with the Conference of Chief Justices, National Organization of Bar Counsel, National Council of Lawyer Disciplinary Boards, and the Association of Professional Responsibility Lawyers.  She speaks frequently at international, state and local bar programs regarding ethics, the regulation of the legal profession, and professionalism.   
Prior to joining the Center in 1996, Ms. Rosen was a senior litigation counsel with the Attorney Registration and Disciplinary Commission of the Supreme Court of Illinois.  She serves on the Executive Committee and Board of Governors of the Chicago Council of Lawyers, is a member of the International Bar Association BIC Regulation Committee, and was a member of the International Bar Association Professional Ethics Committee (2009-2010).  She co-chaired the Chicago Bar Association’s Young Lawyers Section Professional Responsibility Committee (1997-1999), and served as an investigator and interviewer for the Illinois Alliance of Bar Associations for Judicial Evaluations (2000-2013).  The Alliance evaluates and rates candidates seeking judgeships in Illinois via appointment or election.  Ms. Rosen is a Fellow of the American Bar Foundation. In 1989, Ms. Rosen received her J.D. with honors from the Indiana University School of Law in Bloomington, Indiana.

Executive Director, State Bar of Michigan
Janet Welch is the executive director of the State Bar of Michigan. She is a graduate of the University of Michigan Law School, as well as the Kennedy School of Government State Local Senior Executive Program at Harvard University. She was a Fulbright Scholar in comparative literature at the University of Zagreb in the former Yugoslavia before serving as a legislative analyst for the Michigan House of Representatives, and creating and leading a nonpartisan legislative analysis office for the Michigan Senate. After law school, she clerked for Michigan Supreme Court Justice Robert P. Griffin, and worked in the Office of Chief Justice for five chief justices, serving as the Court’s first Supreme Court General Counsel.

Johan has a successful international litigation and arbitration practice and is described by his clients as a "top litigator". Between 2011 and 2017, Johan served as a managing partner at Houthoff and was involved in many of the firm’s larger cases. Previously Johan was a member of the General Council of the Netherlands Bar. Neil was appointed as Chief Executive in 2015. His previous background combines significant experience of regulation and complaints, and of the Scottish legal services market.  Neil currently sits on the Council of the Advertising Standards Authority, involved in both the governance of the organisation and in adjudication on complaints within the £20 billion UK advertising industry; he is a member of their Audit and Risk Committee, and Remuneration Committee.  He is also Vice-chair and a trustee of Changing the Chemistry, a peer network supporting diversity of thought on UK boards.

Prior to becoming the Chief Operating Officer at the GMC Paul led the GMC's medical ethics and disciplinary functions reforming fundamentally the way in which the organisation conducts its business in these areas.

Leading Independent Review of Legal Services Regulation

Regulatory Services Manager, Law Society of Zimbabwe
Rebecca Musimwa is currently the Regulatory Services Manager at the Law Society of Zimbabwe ( LSZ).  She joined the LSZ in 2013 as a Programmes Assistant in the Governance and Administration department before she joined the Regulatory Services Department in 2017 as the Regulatory Services Manager. In her current role Rebecca is responsible for planning, implementing, monitoring and evaluation of the Strategic Priority Areas set by the Council for the Law Society of Zimbabwe for the enforcement of disciplinary and ethical conduct amongst the legal profession. Rebecca is  responsible for management of disciplinary and ethics portfolio .
This entails case management(complaints against lawyers), maintenance and upgrading of the Register for lawyers, licensing, enforcement of disciplinary and ethical measures  including but not limited  to enforcement of sentences imposed by Council and supervising the prosecution of cases against lawyers at the Legal Practitioners Disciplinary Tribunal, management of curatorships, making of policy recommendations with regards to new law firms and enforcement of quality performance measures through compliance visits and spot checks. Rebecca’s current role thus services the Disciplinary and Ethics Committee (DEC), which is the Committee of the Law Society of Zimbabwe Council which is responsible for enforcement of regulatory standards for the legal profession in Zimbabwe.
Prior to joining the Law Society of Zimbabwe, Rebecca was the Policy Research and Advocacy Officer at the Zimbabwe Women Lawyers Association from 2006 to 2012 where she gained substantive and practical experience on gender and women’s rights programming, law and policy reforms initiatives for the protection and promotion of the rights of indigent women and children in Zimbabwe.  Rebecca has thus worked with both rights holders and duty bearers at all levels, including state and non-state actors in the protection and promotion of women and children’s rights in Zimbabwe.
Rebecca is a holder of a Bachelor of Laws Degree and a Masters in Women’s Law from the University of Zimbabwe and is working towards a Business Leadership Qualification with the Zimbabwe Institute of Management.

Sara joined the IBA as Director of Legal Projects in January 2019. She is an employed barrister with over 20 years’ experience in the criminal justice and public policy sector. Sara has also headed the legal teams on two public inquiries (The Baha Mousa Inquiry and the Detainee Inquiry) and spent several years as a legal and policy advisor to the Senior Presiding Judge and Lord Chief Justice of England and Wales.

Sarah Sutherland is the director of program and partnerships at the Canadian Legal Information Institute (CanLII). She works to advance CanLII's strategic priorities and overall goals of providing online access to law through identification of priority projects and pursuit of funds to implement them. She has also been leading the development of CanLII's open commentary program.

Sarah has been the head of OPBAS since its inception in 2017. A global pioneer, OPBAS was created to address inconsistencies in the standard of professional body supervision across the UK. Zelda Perkins is a Theatre Producer for Robert Fox Ltd and a former assistant to Harvey Weinstein. She publicly broke the 20 year silence on her non-disclosure agreement (NDA), facing the risk of legal action to talk about what she faced and its contents. In 2018 and 19 Perkins testified before parliament to change regulation around such employment contracts and settlement agreements. She is currently campaigning hard working with the Women and Equalities Committee and legal regulatory bodies to change the way NDA’s are structured within the law, in order to create a better framework which protects the victims of the situation. The Equality and Human Rights Commission has already recommended imposing mandatory duty on employers to prevent workplace harassment.
